I rented an apartment but was not on the contract, I was paying half the rent to the contract holder, do I qualify for homestead credit for 2017?

Yes, you qualify because you paid rent. However, you need to get the person you paid to provide you with a rent certificate.

Every state handles it a bit differently, but most use the rent certificates. This means the person you paid rent to, needs to file you this form. If you let me know what state you are in, then I can provide more information.
