I paid Mortgage interest for my UK rental property to a UK Building Society. Do I therefore say zero paid on Form 1098 and then in next section explain that I paid in UK?

Deduct the mortgage interest that you paid for the property under the Rental property section, along with your other rental expenses. 

Under the Rental expenses, continue until reaching the page 'Any other Interest Paid?'. Then enter the interest paid on the UK property. No explanation is required.
