I own my own buisness and pay rent, I have submited this person a 1099 and filed it. I have already deducted it in my personal buisness section. Do I need to add the 1096 in my turbo tax file? Or just retain for records?

You need to retain your copy of the Form 1096 for your records.  It is not entered in your tax return (other than to claim the deduction).  You also must file Form 1096 and Copy A of Form 1099 with the IRS, on a official forms or substitute forms that meet the specifications in Pub. 1179.
