I own a rental home in a state that does not have state income tax but I reside in a state that does. Do I need to include that income where I file my state taxes?

Your resident state requires you to report income from everywhere regardless of where you earned it.  So yes, it needs to be listed on resident return.

The non-resident state will tax (if they have state income tax) only the income received in that state.
