I lived in 2 states in 2016. When they asked me about how much rent I paid in 2016 in the states section was it referring to rent I paid in that one state or both in 2016

It was later described as a School Property Tax Credit. So are they just interested in the rent paid in the state it is referring to because the other state (DC) didn't ask me about my rent?

Yes, they are only asking about the rent paid in the state that offers a property tax credit to renters.
