I bought and sold some mineral rights in 2016. I received my 1099-s form from the company that I sold the rights to, but I bought them from an individual. Do I need to fil

file a 1099-s to the the person that I bought the inerals from or can they just report that to their CPA without a 1099-s form me?

You do not have to issue a 1099S 

Page 1 of the instructions only refers to real estate and does not say mineral rights.  Below is the link from the IRS instructions for more detail.
