I am being told the parcel number for certificate of rent paid form is incorrect when it's inputted correctly. Won't let me skip and makes me mail in taxes. Any answers?

I am filing two forms as there was a change in property owners during my lease term. Both parcel numbers are the same. I am wondering if that is part of the issue. And how I can fix this so I don't have to mail in.

Can I use the same 2023 W-4 form when I filled it out last November in 2023 for my current job? Because at the time I left it blank for step 2 & 3 for my gig & old job
