I am a CA resident and own a rental property in WI. Why are my dividends included in my WI taxes?

They shouldn't be included on your WI return.  You have to allocate income (by category) to your non-resident state.  As you go through the WI non-resident return you will see a screen that says "Let us know if you made any non-wage income outside of Wisconsin while you were a nonresident".  Below that there will be a list of income types,one of which will be Ordinary Dividends with a Federal Total.  You have to enter the amount that is Non Wisconsin Income.  Enter the amount that is in the Federal Total Box. That will remove the dividends from your WI return.
