How do I make an entry on for 8960 line 5b?

You can't directly edit line 5b on Form 8960. According to the directions for the form, these are the only adjustments allowed on this line:

• Gain or loss from the sale of property in a non-section 1411 trade or business.
• Gain attributable to net unrealized appreciation (NUA) in employer securities held by a qualified plan.
• Adjustments to your capital loss carryforwards for items of excluded loss.

To make an adjustment on this line, you need to enter the information about the adjustment in the appropriate part of your tax return. 

Adjustments to capital loss carryforwards for Form 8960 are in the section called Other Tax Situations. Find Additional Tax Payments, then open Additional taxes and repayments.
