Choose 'Paid'. Accrued would only apply if you count income when it is earned, not when it is received. Most people report income/taxes when they are paid.

If you clarify what type of Foreign Income and Foreign Tax you are reporting, we'll give more specific help. I don't see any income on the screenshot you posted.
