capital gains

My daughter and I are joint tenants in an investement account.  Both our SSN's are on the account.  We sold shares in the account in July, 2019.   The money went to her solely as a down payment on a home.   Who pays the capital gains tax; me or her?

The 1099-B will be issued in the SSN of whoever is listed on the account first. Because of matching issues with what was reported to the IRS, that person will need to pick up the distribution from the account regardless of who the money actually went to.
