My first thought is, "If you don't know what a short-term loss is, you probably don't have one."
A short-term loss is a loss on the disposition (sale) of an asset (like a stock or some investment property) that you had for less than a year. You have a carryover when you cannot take the entire loss in one year, so you carry over what remains to the next year.
