Yes, you will always have values for Column A on a 1095-A as this is the policy cost. However, if you have no values in Column C, then you did not receive any Advance Premium Tax Credit for this policy. Entering the 1095-A with amounts in Columns A and B and a '0' for Column C will not affect your tax return, as you won't receive a credit, or owe because you received too much credit.
If you're using TurboTax Online, delete form 1095-A and Form 8962 from your return, clear your Cache and Cookies, and re-enter your 1095-A. In TurboTax Desktop, in FORMS, use 'Open Form' to find Form 8962 and 1095-A and delete at the bottom.
