Once you move from TX to NY, you become NY part year resident. During the time in NY (move date to 12/31/2021), you report income earned during this period in NY part year resident return. The income earned while in TX is not taxable to NY.

Unless you are military, for everybody else, the moving expense deduction has been suspended for tax years 2018 through 2025 as a result of the Tax Cuts and Jobs Act that was signed into law in late December of 2017. There is no tax deductions on moving expenses.
