Converting IRA to Roth

Yes, you can convert funds in a Traditional IRA to a Roth IRA.

If all of the money in the Traditional IRA is pre-tax, then everything that is converted to the Roth IRA will be fully taxable.  If the Traditional IRA contains a mixture of pre-tax and after-tax money, then some of the converted funds may not be taxable, but the total value of all of your Traditional IRAs will be a factor to determine the taxable amount.
