Does Turbo tax charge for amending a return?

No. Amendments are free. The only time there may be a charge is if the amendment requires you to upgrade the product you are using. For example, if you used Deluxe, but have to amend to add stock sales, you would need to upgrade to Premium (since Deluxe doesn't handle stock sales).
