Turbo tax is saying we cannot claim the tuition and fees deduction (both students) because we exceed the $160k income limit, but our AGI should be less...why?

Unfortunately, the tuition and fees deduction expired at the end of 2017 and Congress has not renewed it.

Unfortunately, the tuition and fees deduction expired at the end of 2017 and Congress has not renewed it.
