TT not processing AOTC properly

I didn't understand why this year we weren't eligible for AOTC and last year we were (rec'd credit for 1st time). We met all criteria this year (as determined by reading IRS instructions for Form 8863 Education Credits). I finally CHANGED his year in college to be a first year (so no questions from TT about whether he got AOTC before and how many years he received - before I put YES and 1, which should not have affected eligibility), we are now eligible for AOTC. Although he was in his first year in 2018 and as of 1/1/2019 was still in his first year, putting him in as a 2nd year should not have made us ineligible. Who at TT do I tell about this problem?
