The school says my daughter is not eligible for a 1098-T. How do I handle room and board credits they paid for 2023?

There are no room and board (R&B) credits. R&B are are only qualified expenses for a 529/ESA plan distribution (form 1099-Q). 

If you do not get a 1098-T, tell TurboTax (TT) that you qualify for an exception to get to the entry screens for entering expenses.

TT will not give you the R&B screen unless you have first entered a 1099-Q. Even then, To get the screen to enter Room & Board, answer yes when asked if you have book expenses.
