Not qualifying for education Credit Illinois?
Turbo Tax says we don't qualify for education Credit Illinois due to not owing taxes to the state or not paying property taxes. However we do owe taxes to the state, so I'm confused.

It depends.
The amount of your credit cannot exceed your tax.
If you have no state taxes due, you are not able to take this credit.
