From Turbo Tax 2022: New Jersey Institute of Higher Education Tuition
If you, your spouse, or your dependent enroll in or attend a New Jersey institution of higher education, you can deduct up to $10,000 for tuition costs paid during the year.
NJ State tax web site states that the tuition has to be paid to an in-State institution of higher education. Does "in-State" mean only Public Universities, or any university physically located in the State?
What colleges fall under New Jersey Institute of Higher Education? Are Private Universities such as Princeton University qualify as New Jersey Institute of Higher Education?

From Haefele Flanagan, CPA firm:
An “institution of higher education” means a postsecondary educational institution that provides instruction beyond the 12th grade level in programs that satisfy the requirements for a degree at the associate, baccalaureate, or graduate level, and which, with the exception of institutions that have a specialty mission, offers a range of degree programs. “Tuition costs” means the charges imposed by an in-State institution of higher education that are designated by the institution as the tuition costs required for the enrollment or attendance at the institution.
