Do you mean you did not receive form 1098-T? Form 8862 if for disallowance of the Earned Income Credit. Form 8863 is the education form. But, it is not something your "receive". It is the form TurboTax (TT) files for you to claim the education credit.
Form 1098-T is the form you schools sends you to report tuition paid and/or scholarships received. You must have one, or qualify for an exception to claim a tuition credit.
Q. If the education expense summary keeps taking me back after I click I did not receive form 1098-T, what does that mean?
A. It means you don't qualify for a tuition credit because your school did not issue you that form. To get to the input screens answer yes to qualifying for an exception.
