A. Yes. As you said, it was out of your pocket. You essentially borrowed the money, put it in your pocket, and then spent the money on school. You do not have to be paying on the loan, for the tuition paid to count for the educational credit.
If you are your parent's dependent, they claim the tuition credit, even the money came out of your pocket.
