If I qualify for the Lifetime Learning Credit, why is it showing up as $0 in the tuition deduction section?

Because it’s not a deduction, it’s a credit.

The Lifetime Learning Credit is a credit – a dollar for dollar reduction in your tax, shown on Schedule 3, line 3.

The Tuition and Fees Deduction is an adjustment to income – that is, it lowers the income your tax is based upon – and is reported on Schedule 1, line 21.
