I paid tuition to an online college certificate program and did not recieve a 1098T or EIN number. Is that tuition deductable?

Very likely not.  In order to qualify for an education credit or deduction, your school must be recognized as one of those accredited eligible educational institutions and also participate in a student aid program administered by the U.S. Department of Education.  Due to the stringent requirements, most of the online programs do not qualify.
