If you filed a tax return in 2018 or 2019, and were not a dependent on another person's tax return in those years, you should be "on the list". Use the Get my Payment button at this link under the section "Filers: Get Your Payment" to check on the status of your payment.
If you didn't file a tax return in 2018 or 2019, but were required to do so under the rules, you'll need to file your tax return(s) to "get on the list".
If you were not required to file a tax return in either 2018 or 2019, use the "Non-Filers: Enter Your Payment Info Here" section at this link to provide your payment information to the IRS. Or, you can use the TurboTax Stimulus Registration product at this link.
Note that "not required" to file a tax return is not the same as "required to file but didn't".
Here is a summary of stimulus payment eligibility:
If you filed a tax return in 2018 or 2019, and were not a dependent on another person's tax return AND you did not check the box, on your form 1040, that said you could be claimed as a dependent, you should be eligible for the stimulus payment.

______________________________________________________________________
Under the CARES Act, if you are claimed as a dependent on someone else’s return you cannot receive a stimulus check, in 2020. If you were claimed as a dependent for 2019, but will not be for 2020, you will most likely get it in 2021.
When you file your 2020 return in 2021, you will have the opportunity to report the amount of the stimulus check(s) you did receive, and if it was less than what you were entitled to, you will receive a credit on your 2020 tax return.
"In essence, the stimulus check acts as an advance of your 2020 income tax refund. This means when you prepare your 2020 income tax return, there will be a line to include the section 6428 credit. The credit on your 2020 return is subtracted by any amount received as a stimulus check in 2020. If the amount you received as a stimulus check is less than the credit you are due, the difference will be included as part of your 2020 refund. If you have been overpaid by receiving the stimulus check, however, you will not be required to return any excess amount".
''I believe I read somewhere that part time students cannot be claimed as a dependent"
Not exactly.
There are two types of dependents, "Qualifying Children"(QC) and standard ("Qualifying Relative" in IRS parlance even though they don't have to actually be related). There is no income limit for a QC but there is an age limit, full time student status, a relationship test and residence test. Only a QC qualifies a taxpayer for the Earned Income Credit.
Being a part time student, over age 18, means you cannot be claimed under the QC rules, where there is no income test. If your income was less than $4200, you may (probably) still be claimed under the Qualifying Relative rules.
