Why don't they give you a 1098-T.  At the beginning of the education interview, you are asked if you qualify for an exception to  having a 1098-T.  If you answer no, you don't qualify for a credit or deduction and there is no need to enter your expenses.  If you answer yes, the interview allows you to enter your expenses.
