Does state/federal Tuition Assistance qualify as veterans' benefits?

It depends on the terms of the program providing the assistance.   In general, the question is academic. What you really want to know is whether the assistance is tax free or not.  You also want to know if the assistance is "restricted", i.e it must be used for certain expenses, typically to pay tuition.
