Can I use undergraduate NY credits if I am taking both collage and master level courses?

How will the system judge the collage/graduate level credits for 2023 NY tax return?

One more question, does Education Credits work for SSN tax and Medicare tax? Or we could only save those two taxes by using a W-4 table? Many thanks.
