When does my payment have to be postmarked by? July 14, 15, or 16?

Do I have to mail my payment by midnight July 14 or do I have to the end of the day July 15?

The tax payment must be postmarked on July 15th (or earlier) to be considered on time. A July 16th postmark would be late.
