Should I wait until the end of the calendar year to file a final federal tax return for a partnership that was dissolved during the year?

The business was dissolved in March 2018 and we filed the dissolution paperwork with our state. I filed the 2018 final federal tax return on February 15, 2019. Today we received a penalty notification from the IRS with a balance due because they said we filed the partnership return late. Were we supposed to file a final return earlier? I used TurboTax Busines online version.

You are supposed to file the final tax return for a partnership within 2 months and 15 days of the last day of the month you dissolved the partnership.
