If you are not required to file a tax return, you can register for a Stimulus Payment at

If you filed a tax return for either 2018 or 2019 and received a refund, that you had directly deposited, the Stimulus Payment will be directly deposited to the same bank account on your tax return. There is nothing else you need to do.

If you had a balance due and would like to have the Stimulus Payment directly deposited, the IRS is setting up a portal, on their web site for you to put in your bank account information.
