with no income in either 2018 or 2019 you only need to file one year and that is for puposes of getting a stimulus check.

with no income it would be the cheapest to download either the '18 or '19 1040 form from the IRS website fill in name address filing status and some zero's . then bank account info for direct deposit of stimulus check. then sign date and mail. use a method where you get proof of delivery.
