How can my LLC pay offshore consulting company?

I am trying to hire a offshore software consulting firm for my LLC. Can I just pay them from my LLC checking account by wire transfer?

They told me they are not supposed to pay USA tax. Does that sound right? (kinda feel there is a tax loophole) And can I just treat this payment as regular business expense? And do I need to do something special when filing LLC tax?

Yes, you can pay foreign businesses in whatever way is legal and acceptable by your bank. The fees you pay would be expenses on your business tax return. 

You can prepare a tax return for your LLC using TurboTax Business, which is different from the personal tax returns prepared using TurboTax Online or desktop.

Foreign companies are responsible for paying whatever taxes are required for their country. This doesn't affect your company at all.
