TT2022 lists the 1099-NEC's upfront under "1099-MISC and Other Common Income" section.
TT2023 does not. The 1099-NEC's are listed in "Business Items" section in the Schedule C only.
In our TT2022 filing, the 1099-NEC were properly associated with the correct business in the Schedule C. It seemed like an odd place to enter the 1099-NEC's.
Was I doing it wrong in 2022 and did we somehow get taxed twice?
Or has TurboTax just changed where 1099-NECs are displayed, and now they show only in the "Business Items" section?

It is just where they show up in the TurboTax summaries. Most 1099s are self-employment and will show up in the business section. But some 1099s report ordinary income and will show up in the personal income section. All the income goes to Schedule 1, but what line it shows up on depends on what the 1099 was for. As long as the 1099s were only entered one time, you did not get double taxed.
