Do I need to wait for new form 3800 to file amended previous year's returns? I am trying to file amended 2020 (which I am learning can only be mailed as it is 3 years past) and to efile amended 2021. I am not able to efile the 2021 because turbo tax says I need to fill in a field on form 3800. It does not allow me to fill in the field and if I override it, there is another error message because of the override. Is it because of the new form 3800 that is being released? Do I need the new form since this is an amended prior year return? Anyway, it is currently keeping me from efiling. Should I mail the 2020 1040X with the current 3800 forms or do I need to wait on the new form for that one too?

No, you do not need updated 2023 tax forms to file amended returns for prior years.
I don't know if issues with 2023 forms are addressed when filing amended returns, however you may be able to over-ride the form and still e-file with the error, or mail both amended returns.
