The first thing I would do is edit your first W-2 and shorten the Employer's Name to less than 20 characters. Then do the Review again and see if the error goes away. If so, you have found the problem; if the error persists, then either shorten the name a few more characters, or try the second W-2 (if one), just in case the order of the Payors in DC isn't the same order as the W-2s on the federal return.
Note that other users have reported success with names no longer than 20 characters.
