Can the IRS form 8821 be used to authorize a relative to receive confidential tax information?

I help manage my father's finances (he has granted me financial power of attorney). If I would like to speak to the IRS about his taxes, can he authorize me to do so via form 8821? I am not a tax professional and I am not an attorney. It's unclear to me whether form 8821 is used to allow disclosure to certain professionals or if any individual (such as a family member) can be appointed.

Yes, you can file Form 8821 with IRS to receive confidential tax information.

From IRS Form 8821 "3 Tax Information. Appointee is authorized to inspect and/or receive confidential tax information for the type of tax, forms, periods, and specific matters you list below. See the line 3 instructions."
