No one can say for sure ... if you have a prior year State offset that usually puts the refund date back a week or more. So you will have to wait & see.
But if you mean you owe a 2017 state balance due then that cannot be paid with your 2017 federal refund. In the File section of the TurboTax program you were given options on how to pay the state taxes owed. The option you chose will be shown on the Filing instruction page included in the PDF of your tax return. Download the PDF to include all forms and worksheets.
