You can contact the Treasury Offset Program per the information below. There is an automated line where you can check for debts under your social security number that may offset your refund. In addition, you should be able to speak to a representative if you have further questions.

If any part, or your entire, refund was offset, you should receive a notice from the Bureau of the Fiscal Service. The letter will detail the original amount of your refund, your offset amount and the agency receiving the past-due payment along with their address and phone number.
You should only contact the IRS about refund offsets if the original amount of your refund, on the notice received, does not match what you originally reported on your tax return.
