The answer is yes to both questions.
Possibly you could receive a federal tax refund with a bench warrant. However, if there are existing debts, any refund could be seized to pay balances due.
You may still receive the stimulus check if you otherwise qualify for it. However, if the stimulus check was not yet sent and the Recovery Rebate Credit was claimed on a filed 2020 tax return, the Recovery Rebate Credit will be treated as a refund and could be seized.
