Why wasn't my funds release today if IRS set a sent date for today.

If the IRS website shows it will deposit on 02/23/17, then u should be receiving it today at some point. Please wait 5 days after the IRS has sent the refund to check with your bank about your refund, since banks vary in how and when they credit funds.
