Why is my 2024 return filing saying I should have form 2011 for last year??

I received a refund in 2023, and do not owe taxes for that year. Why am I told I have a penalty for 2023?

there is no federal form 2011 (perhaps state) so you'll need to expand on your question

why Turbotax would say you have a penalty for 2023 when your working on 2024 is a complete mystery
