Why didn't I see a NYC-1127 to file with my 2016 tax returns this year as I did in previous years?

I can't say why you didn't see it. It's in the same place as last year. On the screen in the New York interview that says "Take a look at New York credits and taxes," scroll all the way down to the bottom. The last section is "New York City Employment Taxes." Click the Start button for NYC Nonresident Employees Employment Tax (NYC-1127)."
