Who do I speak to or contact if I didn’t receive my federal taxes only my state???

It's not uncommon for a state refund to come first.  It's unpredictable which one will be first.  

First of all, did you efile the Federal?    And how long has it been since you filed?

What information is displayed when you look up your refund at the IRS "Where's My Refund" site?

Sometimes there is a message there if there is a delay.
