Where does the $3,000 from line 77 on my 2016 return get incorporated in my 2017 return?
If you used TurboTax last year, look on the Deductions and Credits page under "Estimates and Other Taxes Paid." There is a section for previous refunds applied to future years.
If you didn't use TurboTax last year, you can add in through the same path.

I filed with Turbo Tax last year, but I don't think that refund was picked up. Where is the Deductions and Credits Section? I looks like I passed it up because I am about ready to file.

Try this:
1. Open (continue) your return if you don't already have it open.
2. Inside your program, search for "refund applied to this year" and then click the "Jump to" link in the search results.
