You'll be able to amend when the IRS approves the TurboTax electronic version of the form and it is released for filing. Hopefully it will be available on March 7 but there is no way to know for sure.

I submitted my tax refund in mid February. We received the state return but have not received the federal refund. Can you please let me know when this might arrive?
