Waiting 2 months now, received State refund

My refund was accepted February 11th and I just received my state refund about 2 weeks ago. My status says accepted for both still. The Where's My Refund tool says to contact the IRS if you're still waiting after 21 days but the number listed only gives you the option to listen to an automated system tell me that my refund is still processing. Is there a number to call to actually talk to a real person? My taxes never take this long and it's a VERY simple return. Thank you.
