TurboTax Desktop App 2019 Amended Return

It seems that it is possible to file an amended tax return with TurboTax Online, but cannot find any guidance for the Desktop version of TurboTax 2019.

Question 1:  Is it possible to use the TurboTax Desktop App 2019 to file an amended return?  If yes, then how you do that?

Question 2:  Is it also possible to use TurboTax Desktop App 2019 to e-file an amended return?  (e-file may not be currently available because IRS has pushed back the dates, but would it be possible to do so when available?)

This answers Question 1.

On Question 2, according to IRS and TurboTax, it is possible to e-file an amended return for 2019, but the software states the following when trying to e-file:

"E-filing is Closed for the Season, You Can File by Mail"

"You can still file this return, but you'll need to walk through printing and filing by mail.  TurboTax e-filing closed for the tax season on October 15, 2020."

It seems printing is in order, but would be nice to know if this is TurboTax deadline/limitation or an IRS deadline.
