Should I enter the refund check amount for $415.00 that I received in 2018, the refund was for tax year 2016, state of Ohio ? If so, where do I enter the amount?

State income tax refunds are only taxable if your previously deducted that amount on the federal return. So, if you did not itemize deductions on your 2016 federal return, you do not need report the refund on your 2018 return.

If it is taxable, enter at the 1099-G screen.  Type> 1099-G, state and local tax refunds <in the find box.
